This is kind of similar issue when some biz students apply all popular jobs like McKinsey, big 6 (20 years ago) and big firms' MT.  Some (many friends of mine) got 5-6 offers but still want to wait for a place in McKinsey.  Of course, I do agree the window of waiting should be shorten as much as the system allows to facilitate others in the waiting list.  Back to this school application game, the point is some popular schools like DBS and Ying Wa won't give offer until next year. It is fair for some parents to keep 1-2 solid offers at the moment. And what if these applicants fail these two (for example) by the end?

Hi, first thing first no system offers absolute fairness (some groups will have advantage over others in a particular system), we just face it and deal with it.  Some students doing CIS, ISF or SIS are applying DSS P1. Effectively, this group is holding two offers at the moment (if they have one DSS offer).  Further, we cannot blame students going into 2nd round of some other DSS.  But I do agree DSs and private schools can discuss to promote a best practice guideline (say not holding more than one or two offers, either way we name it).
