IELTS, like other tests, is not a English learning course. You learn good English then do the test. Doing specific English course for IELTS or Cambridge is putting the cart before the horse.

I know a girl passed CEF B2 (FCE) when she just turned 10. The IELTS web site provides a comparison and B2 is roughly IELTS 6. She studied in a local traditional school without any tuition in English.
