I have a Christian friend from Norway, he was a kindergarten teacher with a Master in Education. I surprised by his qualification and just a kindergarten teacher. He told me that in Norway, from kindergarten to high school, the best teachers are teaching the lowest form and may have higher salary. They are very focus on pre-school education and not like in HK.

Our government not spend enough in pre-school, but spend tons of money in University. When I assessed one of top 3 universities in HK, I spoke to the Pro-vice-chancellor, you double up the teaching hours of English and Maths in Yr 1 of 334, why not do more in primary and more cost effective.

Thanks for you info, I didn't know the student staff ratio.

專業操守Code of Conduct , is not something that you find in traditional chinese culture, except maybe doctors. they properly use other names.
