I am not an IB expert. But here are some answers to your questions of why more schools offer IB:
IB approach helps students to transit more smoothly to university education. In the universities, students are often asked to submit essays and homework which require them to do research on the topic, write something to communicate to the readers and add their own opinion in the essays.  There is never any model answer.

The traditional education system is knowledge-based.  Examinations test how much the students know.  IB emphasizes critical thinking, creativity, the process of learning (so that students can apply similar approach throughout their lives in new topics and concepts).  In my opinion this approach is more suitable for the modern world. Knowledge (or facts) can easily be retrieved from internet.  The process of getting what you need, and screen out the useful stuff, critically analyse those materials presented by different people, is more important.

Many parents and students in IB still target HK universities primarily.  In my opinion, if US is the primary target, the students should consider studying AP, seems easier.

Agree with you that if parents target HK/US/UK universities, IB is a good choice.  If for any reason US is the primary target, it's better to study AP.  Most top US universities make unconditional offers before Mar/Apr of year of admission, actual IB results don't mean anything to them.  All they concern is the expected grades and high school GPAs, plus SAT/ACT, plus holistic view on the applicants.

My point is that if a parent/student has not decided where to go university, IB is a good choice.

Especially if a student is particularly strong in Math/Science subjects, but comparatively weaker in language and literature.
