I do not believe in this news or research.  I called a Ski Resort near Seoul last night for trying to book the rooms over Christmas.  I called their office at Seoul.  They could not communicate with me in English. They even cut my line!!!!! I kept calling them as my schedule is very tight. At first, they would answer the phone but got it cut afterward by just saying "hello and yes".  Later on, they didn't even talk to me and cut the line.

I called again their another reservation hotline.  The reception could barely talk to me and not even able to tell me her email address.

And yet, the language standard in general is not too bad at all.  You can communicate with the shopkeepers in any district in simple English in general, not to mention those work in an office.
