在很少在美國看到一條龍學校, 除了私校外, 我只見過在德州太空中心附近有一間一條龍學校可由幼稚園升到十二年級, 學校好不好我不知道, 因為是新校:

如果沒有親戚沒有辦法, 也無法告訴妳如何處理, 因有些情況找自己親屬或兄弟姊妹幫忙可能會比較安全!  

妳跟妳先生IRA帳戶可以提取出來給小孩讀大學, 參考:

做法如下:  

(1) 當妳小孩讀大學, 妳可以從銀行提取IRA, 跟銀行的職員說是用來付小朋友的大學學費, 記得提取數字不可超過學費帳單內的數字, 如果IRA是妳的名字, 銀行出的票也是妳的名字。

(2)  把這張支票影印一份用來做妳的記錄, 千萬不可不見妳的影印本, 萬一IRS要查妳的稅表都會有証明, 之後把這些錢從銀行提出來。

(3)  把這些錢(金額一定要跟銀行出票的金額是一樣), 買一張Money Order, 抬頭寫上大學名字(或先問考上的大學Cashier Office職員抬頭是寫甚麼), 交學費之前先把Money Order影印一份留給自己留底做記錄。

(4)  領了錢過後第二年年初, 妳會收到一份從銀行寄給妳的1099-R表格, 這個是告訴妳從銀行曾經領了多少錢的IRA, 收到這張表格後可以在香港找有美國執照會計師報稅, 也可以找美國會計師幫忙, 記得跟會計師講清楚妳這筆錢是用來交學費。

另外, 由於你們兩位不是美國公民也不是居民, 但兩位小朋友是公民, 他們考上大學後那一年十月前試吓去大學Office of Financial Aid 填FASFA表格申請Grant, 希望小朋友可以領到Grant, 如果想小朋友在校工作, 問一下Office of Financial Aid 的advisor 有關於Work-Study Program, 這個也是需要填FASFA表格:

根據妳的情況, 妳可以參考以下做法:

(1)  妳說妳沒有工作, 沒有任何收入, 根據妳的情況, 妳不用報稅, 以2015年度為例, 除非妳的年收入已經超過US$10,300, 妳便要開始報稅, 參考國稅局 (IRS) 法例:

(2)  妳有甚麼親人在NJ, 是否有兄弟姊妹?  可否找妳兄弟姊妹/或可信的親人做小朋友的合法監護人?  (需要找律師幫忙, 要到法院公証的才有效)。  以後, 妳個仔的名字可以加在合法監護人的報稅表內, 一方面監護人可以付小一點稅, 另一方面妳個仔報大學時可以享有in-state tuition, 同時也可以申請grant。

(3)  妳兒子要否在美國讀書我無法給予任何意見, 早一點去有以下好處:

-  英交會有改善,

-  很多獎學金只給予美國高中畢業生,

按照妳告訴我的情況:

由於妳不是美國公民,妳在加州有物業,並開了Single Member LLC, 有租金收入, 妳報稅表應填聯邦1040NR稅表,參考:  https://www.irs.gov/pub/irs-pdf/f1040nr.pdf, 和理應是填加州540NR 稅表,參考:  https://www.ftb.ca.gov/forms/2015/15_540nrbk.pdf  因為妳主要填這兩份稅表,儘管妳女兒是美國公民,因為加州大學主要是看父母身份去決定妳女兒是可以提交in-state tuition, 除非女兒父親在加州工作, 能夠提交以下文件(也許妳已經知道, 不過我希望再用中文演譯一下,希望不懂英文的家長也可明白):

a.  聯邦1040稅表,表格內的地址是注明是加州地址,在Exemption那一欄內寫上妳女兒名字作減稅用途。

b.  加州540稅表,是給加州居民專用的報稅表。

c.  僱主在每一年年初發給員工W-2報表,裡面可以顯示這位僱員在加州那一間公司工作,他去年有多少工資,是用來報入息稅。

d.  銀行月結單,要有加州地址。

e.  加州身份証明如駕駛執照。

f.  加州房屋租約或購屋証明文件(需要一年以上的時間,即是女兒在加大入讀前已在加州租了至少一年房子或買了房子後入住了一年)。

g.  某些低收入居民要出示加州政府提供福利的文件。

h.  証明到妳女兒讀加大前閣下在加州住了有超過366天。

i.  學生是美國公民,如果父母不是美國公民,而學生少於二十四歲,學生必須要在加州工作兩年, 財政獨立,所賺的人工能夠可以交到學費及供給到自己生活費, 經加大看過所有文件並証實是這樣的, 她便可付in-state tuition。

我也曾經考慮過妳可以找美國親人來做妳女兒的合法監護人,於是我打去所有加大有關部門的工作人員,他們的電話請參考:  http://www.ucop.edu/residency/campus-residence-deputies.html

不同的院校有不同的答案, 其中UC Berkeley 的工作人員說如果合法監護人能符合條件的應沒有問題,但要要先看所有文件為準, 另一間UC話要看看監護人是否真的提供所有學費和生活費, 必需要監護人提供所有文件(如銀行單, 或信用卡等,要看看有沒有真正幫妳女兒付一些支出,另外,要看看真正家長有沒有入錢去監護人的帳戶), 有關單位再作決定,而且能申請in-state tuition的機會很低, 不過妳不妨找姪兒試試幫忙申請,相信每一院校有不同的答案, 如果妳姪兒年紀太輕的, UC也未必相信他是真正的監護人。

很可惜, 如妳在加州買529聯邦及加州州稅表都不能抵扣妳的收入(有部份州有抵免,但加州沒有),如妳從529賺取利息的利息用在交大學學費不用交稅.妳可以買,但幫女兒買這些太遲,至於妳兒子我會在下一次再告訴妳如何購買,他的情況跟姐姐有點不同,畢竟他年紀仍小,還來得及買。

社區大學說iGce olevel不能以獨立或私人考生考。那麼本地local school dse考生兼考o level都不能？

我有跟Diablo Valley College 的counselor 通電話, 他的回覆是要確保學生必須要有中學畢業, 無論是DSE或IGCSE考生, 等待放榜的學生, 只要有學生報讀的學校証明到他/她已經中學畢業便可, 並且要提交學校發出的成績單(official transcripts)、加上IELTS 5.5以上便可入讀, (DSE 考生需要提交TOEFL或 IELTS成績), 至於IGCSE 考生如沒有IELTS 成績便要等待IGCSE 放榜才能入學, 如妳/你小朋友已報考DSE便不用再自修報考IGCSE。
