It's OK to give her a cell phone, slim not so much function (must turn off in School, some school policy is not allowed to bring to school), no games.
The key point is teach her how to use (I meant don't talk so long, telephone maner, don't show off, don't truce the latest model).
I gave a moblie phone and a computer as a gift (better than toys) to my daughter. Let her know the manner how to use the phone, set up the rules. She think she's grown up and good for typing skills, prepare for P.1.
Let the children try everything but follow the agreement between you and your daughter.
Don't worry, she's so smart, bright and polite. When she grow up a little bit or enter to P.1, will be different especially her school.
If she're really so active next time, you just stop and wait for a little while. Don't truce her!
