Which is your net?
Do you want to send your kid in DSS?
If yes
=> find apply DSS now.
If no
=> find a flat located around your ideal school net now.
Find a small (say 2xx sq fts) and old (over 50+ years) flat which may cost you only about $4000 per month. Sign for 1 year contract and take the stamp. Then, use that address for apply the primary school for your kid. Use the contract as support doc.  
I am sure the rent for 1 year is much less than the school fee for your kid for 6 years in DSS. As renting a flat nearby for 1 year only haven't break the regulations of the game, and it can take benifits for your kid in the lucky draw, why not try it if you can affort the rent?
