There is a general believe the quality of students are declining but I'm afraid I view differently. The top tiers candidates no matter in which decades may still maintain certain quality.
My argument goes to the pooling of the students. Far back to 30 years ago, only 2% can enter Universities. The % of students who can have chance to finish their secondary (HKCEE) was far less than today. So, a secondary student at that time is already a moderate - top tier.
The pool is much wider now - 18% degree holder, 100% secondary holder. The bigger pool should generate a lower mean which then project a declining picture.
So, I think the top 5% in 2010s are still competent to the top 5% in 1960s.
