I don't see any logic for the above statement.

I will never suggest a sure Band 1 student to choose a band 2 school in the 2nd choice.

Suppose there are only 5 band 1 schools as you said. If I am a band 1 student and put alll the band 1 schools in the 1st five choices, then put the best band 2 school in my 6th choice, I could still enter it, right ?
May be I will put it in the 4th or 5th choice but "why should I put the band 2 school in the 2nd choice?"

Still it is no point to suggest a band 1 student to choose a band 2 school in the 2nd choice.

A band 1 student can sure get in a band 2 school. There is no reason for him to put it in the 2nd choice.

For some schools it may be impossible to get in wihtout putting it in the 1st choice. Then I will only choose one from them (for example, QC, Wah Yan). Then I will put in all other band 1 schools, then the band 2 schools...

It depends on the average standard of the students in the region (ask your teacher).
eg:
灣仔區,九龍城band 2頭maybe全港band 1 尾
北區band 1尾maybe全港band 2頭

Please do not count DSS schools.
