No there is no such rule. Candidates with short hair can still take the exam. Maybe it's just a rule that the ballet school set by themselves, but definitely not by RAD.

And another possibility is that the other girls in your daughter's group will also make a bun. The whole group will look 'neater' if your girl also makes a bun. Tidiness and neatness are also important criteria for marking in a ballet exam, esp. lower grades.
