Have you checked from your school? Your school will be able to provide you with a list of where you can buy but they won't push you to buy there though.
As for new and old style uniform, isn't it clear that we should put new uniforms for those newly purchased unless the old uniform still fit your kid? We could not buy the old uniform from the vendors anymore.
