If u read the bullet point section,  especially the second bullet point....

"all students joining ESF in the school years 2013-14, 2014-15 and 2015-16 will be qualified for Government subvention frozen at current levels as above;"

'Joining ESF ...' They didn't mention whether it is kindergarten, primary or secondary... I really wonder...
