only if you have not visited the UK in the past 21 days before returning to HK.  
HK is, I believe, the only place that denies its own citizens returning to their home country.  This is against Article 13 of the Universal Declaration of Human Rights

UK positive cases dropped to 9,834 on 21 Feb 2021  (vs 65,000+ before).  Can't see any reasons why the travel ban cannot be removed

Did your child need to complete an exit permit before leaving England?  There are discussions in another thread, and it seems even international students returning home may not be a valid reason for travelling overseas before mid-May
