I think it is not necessary to spend money to engage an agent to file the application.
As you said, the application is online. You can open an account first and fill in the application bit by bit until the whole application is completed. Then you just click to turn in.

Regarding the personal statement section, I think (but not sure now) UCAS has a section "teaching" you how to write a personal statement. They give you a number of questions to consider. When you answer the questions and do some editing and re-organisation of the contents of the answers, it becomes a good personal statement.
