Do as many  past paper of GCE AL as possible, this is the ony way to assess his ability. when he/she think his score is enough for him/her to study the popular programme in HK, then go forward to take the GCE AL. It may not be necessary to repeat as the science subjects of GCE are relatively easier, I assume your friend is a science stream student.

you know some students in hk  who got E in hk AL  and could get A in GCE AL for some science subjects in the past........with some reasonable effort.........
