直資學校與私立學校之討論(前為: 李國章歡迎保良局全面轉直資 -----立人問，立人說)

多間直資校財政混亂，且學費高企，被狠批把教育「貴族化」。而教育當局的撥款機制，可能才是箇中的「元兇」。香港文匯報記者追查發現，早年直資原本採用「學費越高，政府津貼越少」的制度，但當局為「促進直資校蓬勃發展」，01/02學年起改用「優惠」模式。當局不論學費水平，均統一發放全額按人頭津貼，變相引誘直資校肆無忌憚收取昂貴學費，助長學校「富者愈富」。香港文匯報推算，在新模式下，政府每年白白多花逾3億元教育開支，最終卻造就學校貧富差距越拉越闊。立法會教育事務委員會主席李慧表示，關注當局改變津貼模式後，使直資學校大幅加費，會要求當局在下周一立法會政府帳目委員會解釋事件。

李寶椿學費11.5萬照收津貼

　審計報告揭發多間直資校隱瞞儲備加學費，又扣起學費減免款項，使清貧學生入讀機會大減，直資校變成「貴族化」。根據現有制度，直資校學費只要低於一個極高的指定金額，便可按學生人數，獲政府提供每人約3.1萬(小一至小六)至5.6萬元津貼(中六中七)。即使是學費11.5萬元的李寶椿聯合世界書院，其全額津貼一樣「袋袋平安」。以上學年計，政府撥予全港直資校的公帑便涉及24億元。

　不過，現行的全額資助模式並非一直沿用。01/02年前，直資校如學費高於人頭津貼額1/3，政府便會扣減津貼，學費越高津貼便越少，直接讓學校不敢胡亂加費，也可避免學校出現貧富懸殊情況。不過，教育當局卻在01年放寬有關津貼模式，讓貴價直資校也能領取全額津貼，同時規定其須把更多學費收入撥作學費減免。

學費越高政府支出差額越大

　記者根據今年各直資校學費，就新舊津貼模式(表二)作比對。以中一級為例，創校16年以下的學校，全額津貼額為每人35,243元。如按舊有模式，學費超過11,744元的學校，學費每貴1元，津貼便會減5角，津貼額會被扣減。但在新模式下，有關學校卻能領取全額津貼，其學費越高，政府支出的差額便越大。

46校能「受惠」於新制度

　按香港文匯報統計，現時全港70多間直資校中，有多達46所能「受惠」於新制度。當中15間貴價直資校，其所獲津貼更較舊制大增逾萬元。如推算至全港直資校，以中學5級每級200人，及小學6級每級150人計，政府每年因而多付的公帑，更達逾3億元。有關資助全部均是給予學費較高的直資校，造就學校「富者愈富」。

梁紀昌：基層生不能入讀

　教育學院教育政策與領導學系副教授吳迅榮直言，正是由於新津貼模式不設扣減機制，造就直資校不斷加費，「如真有需要才加費，尚可以接受。但若學校只為增加盈餘，讓家庭經濟差的學生不能入讀，長遠只會使直資進一步貴族化。」他認為，當局加強加費申請的把關工作，確保學校落實扶助清貧生，否則直資校會被富有階層「壟斷」。一直關注貧富懸殊的鮮魚行學校校長梁紀昌更直言，新津貼模式簡直「鼓勵」加費，「所以近年部分直資校學費加幅驚人，基層學生根本不能入讀！」

　教聯會主席黃均瑜則指，相信當局希望以新津貼模式，吸引更多不同類型學校轉為直資，增加家長選擇。但他強調，當局也有需要提供更清晰指引，確立政府津貼及學費用途。

Even those elite schools turned into private, I still see the 2000+ queue up to get in. New DSS schools are so disappointing, more parents will turn back to elite school with proven track record.

Financially, there is a huge potential for civil servants, they may not have overseas educational allowance, but many of them have local educational allowance, even 80% with upper limit HK$50k p.a. They will have advantage to get in. Parents will complain about unfair.........

Dear ANChan59

I don't doubt your statement at all. There are so many parents who are now paying more or less the same amount of money for the new DSS. I am sure they won't mind at all to pay extra for the chance to send the kids to SPCC or DB/GS. We will sure have enough rich kids at these schools, but are they competitive enough against their counterparts in the public sector?

For a lot of middle-class families, if they are asked to cough up $80,000 ayear, given that their children are good enough for schools like BPS, QC, St Joseph, Marymount, SSGC, La Salle, Maryknoll Convent..., which are still free at the moment, I am not so sure they will pick SPCC or DB/GS without much thinking. You've to look at the history of Hong Kong schools to understand why these schools (including SPCC and DB/GS) are enjoying their positions today.

If anything, we are witnessing a turning point of Hong Kong education. Give it another 10 years, it may be a different story.

Back to 60s, most schools we mentioned are Grant Schools, they had extra resources and became elite schools. DSS or semi-private or private schools just another round of consolidation......
