Also, i think it will be more harder to get into a prefered kinder.  As the age will be too young to perform well during interview, like 一舊飯most likely

My girl was born in Nov.  One of her classmate (boy also born in Nov) decided to repeat K3 as after 3 years of observation, his mom still thinks that he cannot cope with his learning.  
Although my girl is a bit slow in writing, but I think I can guide her along till P.3 when the age related ability difference becomes minimal.
So I won't suggest repeating in K1.  Communicate more with his teachers to see how he perform and seek their advices.
