To be exact, less than 70% to calculate the 25% since also need to minus seats for repeaters.

TSA are used for evaluation on students' performance inside a school mainly nowadays.

The standardized test is Pre-S1 attainment test (HKAT), a test from EDB given to all new S1 students during the summer before school starts.

但全港次第排名不是在升中時給全港中學參考的嗎?
Pre s1分班試係中一派位後至考的。

教署用咩成績去評估該學生的全港次第？

The HKAT results of PREVIOUS students are used for standardization of all students in Hong Kong, then arrange the ranking within the school according to the internal exams from P5 second term to P6.

First, it doesn't matter if there will be repeaters or not.  At the time of determination of seats, schools have to reserve them ahead.  This concerns the matter of timing.

Altogether, total S1 seats - 30% reserved for Discretionary places stage - ~4% for repeaters will leave you with around 66% of seats.  Then 25% of these 65% are reserved for nominated school students  That is around 17% of overall.
