Hi there,
Well, I am sorry to tell you and your friend that there is no assoication for the gifted in HK. However, there are some univsersities or organizations which host some programs for the gifted. My son joined the Program for the Gifted and Telented of the Chinese University of Hong Kong, link as below: http://www.fed.cuhk.edu.hk/pgt/index.php?id=new&cat=&sub=&lang=en, he has also enrolled in the progrma from HK gov, link as below:

Your friend can also go to the website of the Enrichment program for the Science Talents of the Hong Kong University of Science and Technology, link as below: http://www.edp.ust.hk/enrich/index.html
There is one extra organization in Causeway Bay that your friend may want to have a look, it is called InfoKids and they house the EPGY programs from Stanford Univeristy, their address and phone number is as follows:

Please note that there is no linkage between all these gifted programs, so that's mean you have to enroll each by yourself, and one by one. Please go to the website and have a look and call them up first.
As for the one with HK gov, we enrolled thru the school nomination.
