I guess the 5 should be the Government funded sub degree program in HKPU, the final number is correct, I also nearly missed them in my second calculation.

There are 26 students going to sub-degree which accounts for 15% in total . It also stated that admission for U + sub degree is 97.1%. That means 5 students are out of school..
