Most of your questions are answered there in details.
However, I understand that there maybe some concerns about reading Chinese. Hence I give some short answers here:
Q: My daughter in FY09/10 will be 2yrs 10months. Is she qualify to apply the K1?
A: I assume your lovely daughter was born in November, 2006.
So the answer is no, not in FY09/10. But in FY10/11. The cut-off date for each year is 1st of September. This rule has not changed, and probably will not change.
Q: May I ask how can I apply this kindergarten? Where to get the admission form? and What should I prepare for?
A: Around September/October 2009 (see assumption above), you or your representative may send a letter to Pui Ching kindergarten to ask for an application form for K1 2010/11. Attached with the letter, you need to have a copy of your daughter's birth certificate (to verify that you are indeed qualify to apply). Fill in, and mail it back. Unless some miracle happens, the application form will not be availble online. However, the news about it starts accepting application for K1 might.
Right now Pui Ching has 240 students each year. The submitted K1 applications for the last 3-5 years were around 2000 each year. And each year the K2/P1 transfer applications waiting list is not short. So I don't see a reason why they will change this policy. When I was a student, I was one of minorities that sneaked in (P1 or above) even though I was born after Sept 1st. Because at that time there were 10 X 32 = around 320 students per year.
