Ask for a friend of mine.
She is from mainland China, husband is a foreigner.
She wishes to put her daughter to local kindergarten for K1, K2 to learn some Chinese.
Then switch the little girl to CWB school P1.

The little girl is born in HK.

According to ESF, they should be category 1.
So do they have chance to go to CWB? If so, is it a good chance or small chance?

Sorry for my interruption.
If your friend is from mainland China, I suppose her Putonghua level should be high enough to provide a good Chinese environment for her daughter (except she is speaking 100% English at home).
Personally, I don't see any significant advantages in learning "Chinese" in local kindergartens (of course, depends on which local kindergarten) with such background.
Maybe it helps if "Chinese" means "Cantonese", if she stays 2 years in local kindergarten.
Chance for CWB P1? Sorry that i've no idea. Many Cat. 1/Cat. 2 parents are discussing in another thread. Please have a look there.
I saw some parents calling the school for the statistics this year (how many application form received, how many places available and how many Cat. 1/Cat. 2). Maybe u/she can try to extract more accurate data from the school directly to make her own judgement.
My last comment in applying ESF school is : Plan B is a must.

If the child studies in a local kindergarten and learns Chinese, she will not be considered Category 1. Here's the official definition from the ESF website:

Category One

Children who speak English as a first or alternative language but do not speak Cantonese and/or read and write Chinese characters.
