My suggestion, I take it at home with digital camera. I put our plastic blue table standing on its side on the floor as a background and let our kid sit in front of it. I took several and chose the best one to be developed at nearby photo shops. The print outs are 3R (3" x 5"). So I measured the size of a passport photo, carefully drew a same sized frame on the 3R photo and cut it out. I used the same frame as a mould to make same markings on other photos for cutting (with professional paper cutter like a chopper).
It sounded very time consuming but taking the photo at home took less than 10 mins. The framing and cutting took longer but less than 30 mins. However this method can ensure pretty photos at very low cost, $0.8 each.
