That's why there were controversies as the "fine-tuning" approach was initiated. Those eleven EMI are not really being changed to CMI, but now having combination of EMI and CMI in one school. I believe majority of the cases should be similar, just having 1 class need to be taught in Chinese.
If we try to look at it in a positive way, these students who may not have the ability to be taught in English completely, would have the transition of 3 years being taught in mixtures of English and Chinese. As they enter S4, they will be back to full English teaching mode.

If the case is really like that, the kids allocated to that one "Chinese" classes might be biased by the others in the English classes.
