My experience is that at the lower kindergarten level, both local and international kindergartens are equally interesting for a 3-5 y old kid. Both offer enough of "fun activities" to stimulate young children. However, most local kindergartens might become more demanding on academic works as kids move to K3. Don't forget lots of international kindergartens do not have "K3", the "K3" belongs to the primary section often called foundation or prep year.
My children are in local and international kindergartens in HK Island, that's my personal observation. When my younger moved from Tutor Time to a so regarded famous local kindergarten, it took a little time to adjust as he was used to be very free at Tutor Time in the classroom, while the local kindergarten requires kids to sit still more, however he has lots of funs with the very interesting activities offered at the local kindergarten.
