snow/rain係uncountable.
cloud/storm係countable.

snow/rain need a 量詞 to describe, u need to say a 'drop' of rain cannot be a rain
but for cloud, u can just say one cloud two clouds. they are identifiable as they are, without the need for another word to describe its form
