Dear BoyBoyPa,
Yes, if school voucher is universally applied for all HK students, then it could be a fair instrument. The ugly face of the DSS policy, my immature view, has helped some schools to be able to survive the 97 transition (it is ok from political perspective) and helped some schools (the traditional elite schools) to have more resources and the privilege to select students both with academic & resources strengthen. But leaving many DS schools in cold.
In business competition, institutes with less resources will lose, education is no difference. Letting less competitive school to be closed is fine, but they also sinking together with their students. So sad, our "middle class" senior civil servants are very good in solving political matters but also leaving tons of problem behind.
Capitalist society can be a fair and happy society, but our CS mind can only use "who can pay more, can get more" mentality to formulate and consider policy.
The handing out social benefit but not building up capacity is easy mean and can dress up with kind heart, ugly face of the reality of our government policy.
