They may not be accepted automatically but nonetheless have advantage over outsiders.

大抽獎 is not dependent on which kindergarten the boy attended.
叩門 to St Jo - St Jo kindergarten may help but chance would be slim as competition is very keen.
高主教 doesn't have any associated kindergartens.
