沒聽聞政府只資助參加HK考試制度，但DSS學校要有不少於一半學生參加HKDSE，所以港大同學會以分化理由放棄IB。而IB的成本比HKDSE貴，所以同一所學校，IB班學費較貴。王錦輝亦以發展IB課程極其昂貴而擱置IB。

You may even find the following statement from the curriculum handbok of the hkuga college
"The English curriculum at HKUGAC has been planned in accordance with the philosophical and structual framework of the "Middle Years Programme (MYP) of the International Baccalaureate Organization (IBO), and in accordance with the overall academic philosophy of the school."

But please note that Principal Chan is the new principal of hkugac. Therefore the curriculum was not designed by him.

但機會十分緲茫。
想出國讀大學，IBDP應是首選，但想留港升學，IBDP未必好過HKDSE。因持IBDP要經non-JUPAS報香港的大學，而non-JUPAS學位是有quota的。

如果劍橋有冷門學系收唔夠生，收成績中上的英國學生，也一定要香港高考生是狀元級?

I just found that I was wrong.

Li Po Chun United World College of HK is a DSS school and offering IB Diploma only.

Then I got another question is "why Li Po Chun could be allowed to provided IBD only."

I may help to answer some of your questons:

1. Does EDB define MYP and IBD as “local examinations”?
MYP is a program that can be designed for local course just like Creative Secondary. IBD is not defined as local examination.

1. Does the “fee level” in the above statement refer only the school fee or both school fee and boarding fee
Only school fee. That's why Li Po Chun United World College set the so high annual boarding fee of $8,2000 to continue to qualify to receive full recurrent subsidy from Government.
