I know your usage of "ordinary family" means no offence. But bear in mind there are a lot of families who can't afford the tuition fee or live too far away from Causeway Bay. They are not "not ordinary families".

There is a contrast between expensiveness and affordability. It has to be affordable in the first place. Then it can be considered whether it is expensive or not.
If you review the discussions of St Paul's Convent versus other GSS school, you can see the phrase "if money is not a problem" or its equivalents are very popular as opener. I can infer that money is really a problem in choosing SPC, for most families.

I actually have been complementing SPC's low tuition fee among DSS for years. It's just that the captioned contrast is SPC vs a GSS. And more important, the cruel truth that all parents are not affordable.

You are right if compare with GSS, however, if compare with DSS or private schools, $2200 is considered low end tuition fee for private schoold sector.
