I think there is risk associated with a very small kid riding on school bus by himself/herself.  If you have the resources, the safest way is to bring the kid to school by yourself and you can also treat this as an opportunity to communicate with your kid more.  However, many families may not have this luxury, so, must rely on school bus.

我個囡N1開學時乘校車才兩歲八個月，冇事。她在車上有時是同同學談話，有時睡覺。有時帶她乘地鐵放學反而沒機會睡覺。
