Three possible reasons:

1. Wrong order and selection of schools, like pick cross-district top band 1 schools with limited seats and with associated primary schools, too many band 1 EMI schools on the list; (Parents)
2. Put band 2/3 schools too soon; (Parents)
3. Low priority of random number assigned to the kid (Luck)

One of my friend made a terrible mistake (1), but the random number is good, so her daughter still got 3rd choice band 1 EMI.

Most mistakes are from parents, of course they won't admit this and then complain about the system. Education Bureau distributed the CD which illustrated the system clearly and some parents never watch that and only try their luck.

No chance from CA, may be other reason, like her parents work there..........

Personally, I appreciate your kind heart even we all know we can't do anything just wish them good luck.

I learnt a lot in BK 4 years ago about the SSPA. But very sad, many parents didn't learn from other's painful experience and repeat similar mistakes every year. My comments and not theories are harsh, but so real.

Back to your "factual info" also have room for discussion. (I don't add other schools which may create further arguement that's not my intention.)

Just refer to your numbers: 646 band one students, 30% allocated in DP, so only 452 students remaining for CA. Just take 60% girls in Band 1 vs 40% boys, so 271 Band 1 girls (316 for 70% girls split) for CA.

Total = 288 > 271 (60% girls)
Total = 288 < 316 (70% girls) the shortage can be compensated by other districts vacancies as per your list.

Why you take away 169 nominated vacancies? As some Band 1 girls in CWD will fill it up and spare more open vacancies for Tigi's daughter in open category? Am I correct?

Nothing personal, search in BK and you can see I did contribute some detail info related Eastern District date back 3 years ago. I did a model to illustrate how to work out the chance of boys vs girls in Band 1 and formulated the strategy in both DP an CA stages.

The last digit, you mean the number in the bracket or the last digit of the number?

My son's case Y...........9 (1), you know why I ask this question.

After confirming the banding (1, 2, 3), all base on random number and no more rely on examination results.

My experience, focus on DP and not on CA, in CA luck more important than results.

I read all you posts on this topic before reply to your comments and that's why I said you are kind hearted. You may not agree with what I said but I am no need to show off here and this timing.

Your method also fine and now we can tell our estimation are pretty close to the no. of Band 1 students and the vacancies. Unless the estimated banding is wrong or the order of selection is unreasonable, you may drop one band only. Drop from Band 1 to Band 3, must be something terribly wrong.

I suggest parents should quote their orders of choices and their estimating banding here. We can discuss here and may help other parents to make a better choice next year.

My son's school is good, the students will have the result slip in the classroom and the parents knows the result simanteously.

Just in case the result not as expected, the principal and other teachers can clam down upset parents. Even later the unhappy kids join their parents, parents are clamed down and can comfort the kids and ready to "knock doors".

It's parents-friendly.........

我個case絕對唔係填錯form的問題，亞囡選校第一志願係band 1 中的學校，第二志願已经楝band 1尾。其實同班band1的同學選校都是這樣，可惜ranking比亞囡後的同學都派到英中。

Ranking -> Banding -> Random number
Central Allocation - Random number

Most districts, Band 1 bottom achool are CMI schools. So your daughter's case may be random number not favourable.

Anyway, congratulation. Still have have time to plan for the holiday with your daughter.
