The EAS Scheme is basically a sub-system under the JUPAS:


The Early Admissions Scheme for Secondary Six Students (EAS) (formerly known as the Advance Placement of Secondary Six Students) initiated by the University Grants Committee (UGC) aims at providing flexibility for Secondary Six students with outstanding performance to be admitted to the participating universities one year earlier.
Eligible applicants can submit applications for admission under EAS through a JUPAS sub-system to member-institutions which participate in the EAS.
The Chinese University of Hong Kong (CUHK), The Hong Kong University of Science and Technology (HKUST), and The University of Hong Kong (HKU) will participate in the EAS.

Eligibility


A local secondary six student will be eligible to apply under the JUPAS EAS if he/she has fulfilled the following General Requirements and Language Subjects Requirements:
To be eligible for the Scheme, applicants MUST be local Secondary Six students who have sat for the  HKCEE, and must satisfy one of the following General Requirements AND the corresponding Language Subjects Requirements:

Level 5* in Chinese Language

where the requirement of Chinese can be replaced by Grade C or above in French or Putonghua, as appropriate.

According to the recent discussion between my husband and the admission officer of HKUST, there will be no EAS under the local secondary education system(NSS).

I think we should put it this way:-

Under the current rules set by UGC, the maximum portions or quotas of the first-year undergraduate places under each programme run by the tertiary institution are limited to:

EAS                  one-third
Non-JUPAS       one-third
JUPAS              one-third

It is not intended that the places are equally splitted among EAS, JUPAS & non-JUPAS.

This has already attracted lots of complaints from the local JUPAS students.

It is unlikely that the one-third rule for non-JUPAS students will be changed under the NSS system.

Please note non-JUPAS does not cover only overseas students, but covers all the non-JUPAS (or non-NSS in future) categories.

When EAS still exists, those tertiary institutions will give more preference to the EAS students by "flexibly" adjust the one-third rule. They apply the quota in a "broader" sense.

For example, for BBA(law) in HKU, the total no. of places is 65. That means they can only take 22 EAS students. But they took 34 in 2009 and 38 in 2010. They took BBA programmes as a whole to enlarge the quota. It is really unfair to JUPAS students.

Fortunately, this malpractice does not take place in HKUST.

EAS students are those getting 6A's or more in the HKCEE, entering the universities one year earlier and no need to sit for the HKAL exam (one of the most difficult secondary level examinations in the world). JUPAS students are those not getting 6A's and have to sit for the HKAL exam. They are entering the universities under different routes within the JUPAS system.

Each year there are about 400 EAS students but over 12,000 JUPAS students fighting for the same number of places for MBBS, LLB, BBA(Law), IBGM, GBUS, QFin, etc. I have estimated that there are about 1200 places under those "hittest" programmes offered by HKU, CUHK & HKUST. That means nearly 100% chance for EAS students but only 3% chance for JUPAS students.

Anyway, EAS will soon be the past history.

For non-JUPAS, I agree that IB students will take up a larger portion of the quota(one-third) very soon both because of the quality of the students and also the increasing number of the IB schools.

Non-JUPAS is not just for local students. Actually, the larger portion of non-JUPAS is from overseas applicants.

Moreover, although the website says there is no fixed quota for non-JUPAS. The fact is there is a maximum quota or ceiling for non-JUPAS places, which is one-third for each programme. The message was clearly spelled out on each of the 3  Information Days (HKU, HKUST & CUHK separately) for EAS applicants 2010, and confirmed by the admission officers.

Well, the number of successful JUPAS students is over 17,000, not 12,000 as I thought before. So, the competition for the hittest programmes is even higher.
