Schools will strictly follow guidelines as provided by ED.
Last year I used latest unpaid utility bill - guess what - it was rejected as didn't have an official "stamp". So I went and paid the bill and returned the next day. The school official couldn't be 100% that she could accept the doc.

What kind of utility bill was it?
I pay all my utility bills by PPS. Didn't wait and ask. Luckily I just received the bill hence can pay cash. Don't remember but its official one of the three either electricity, water or gas.
