i know that some schools have posted the student names along with their POA nos, but i wonder if this will breach privacy act.

I fully understand why you said that.  This was also my perception as well.  My husband & I were both from Government or aided schools and we both got admitted by universities without really paying too much effort.  We were pretty relaxed in the past few years and wanted our girls to have "happy learning" during their childhood.
Not until we applied and got interviewed by DSS, we knew how serious the situation had become nowadays.   Our daughter could recognize only very few chinese words and because her school emphasized  "happy learning" they had no exams, dictation & all the children were very relaxed.  We didn't realize the academic levels of the schools can differ so much.
During those DSS interviews, most of the principals or assessors only select the most proactive students or those who are the most presentable or enjoy showing their talents in front of strangers.  You can tell that HK has now evolved to a society that kids have to compete started age 1 (for PN class)!
We don't like this, unfortunately we are all in this game!

The school which has given my son an offer in the discretionary stage is this one:

I don't really care excessively much about his academic development so long as he is willing to do homework, but his personality is my primary focus.

As I mentioned in another thread, my son was accepted by Kau Yan School.  It is a great school on its own, though it has no through-train secondary school.

我仔也是後備生, 不過排第12個, 真係唔洗諗, 可以叫做無機會 (點會有 1/5 人放棄唔讀呀!!)

我地又係20分唔得, 我嗰間已經要指定邊個教會洗禮紙, 但結果同學校有聯系的教堂就收得多, 結果同教會唔係他們聯系教堂都唔旨意收, 多黑暗
