我見HKUGA回應,是因為用唔盡10%的學費
所以有獎學金,減免,但少人申請都有問題,會俾審計閙
但究竟應該留幾多減免,又留幾多for獎學金?
或將上年度沒有用減免的全數轉獎學金?
但如果突然今年申請減免增加超過10%的學費時又怎樣?
我不是幫學校,但審計署批評時,可否同時建議面對這情況時,應該怎處理?
The Audit Dept should understand that scholarships or subsidies may not be utilised in full because the amount granted depends on the number of applicants and how much they are entitled to, which are beyond the school's control. If there is a trend (say for 3 or 5 years) that the amount set aside for scholarships or subsidies is consistently lower than the actual grants, the school should consider the reasons for the consistent difference and change the criteria for granting scholarships and subsidies accordingly.
同時,教一下學校,4~5月要做budget時,教育局卻沒有提供下年津貼的金額時,應該自行估大多少?
但教育局最後沒有加時,又怎樣處理.
I wonder how subsidies are usually calculated - any bases? EDB should realise the difficulty of schools in preparing a budget, just like their own difficulty in estimating the subsidies to be given. :) |
