I study in England before, I think you can try the local paper. If your town have University then go to the accommodation office. They will have a list of Home stay and Private house. You can also try the Local housing agent (they usually more expensive and taking about a whole house with 4 bedrooms etc..)
Regarding the Home stay.
Yes, it is very depend....your luck!
Some say good , more say no good...
Mainly there is a culture / practice different, but my wife was stay in a home stay for two years and she love the family.Her english improved Sooooo Much! She even carry the strong british accent now.
If you looking for Home stay, my advise is look for OLD couple, retired one (better with Church background). They usually have more time and willing to spend them with your child.
Oh yes, ask your child go to a church and ask for help is another possibilities (another good way to learn English and meet friends, go the the youth and student fellowship of course!).
Last advise, do pay attention to the contract!
