When my baby girl started her first playgroup at 6 months, she keeps watching around for the first half hour. She did not pay any attention to the teacher until the teacher used some shakers to make some sound in front of her. Then she just kept crawling around to find something which she is interested.
I think it is very common for the baby not paying any attention to the teacher at the beginning. It may take him/her a few lessons in order to get use to the environment and the teacher. On the other hand, it is crucial for the teacher be able to catch the attention of the baby and to control the atmosphere and rhythm of the lesson. Now my baby girl oftens looks at the teacher when she demonstrates the activities so that is some progress.
