may be you should refer to the leaflet from EDB to begin with? It is quite self-explanatory and you can feel free to ask if you are still unsure.

My experience with those books is they are quite outdated with their information, and sometimes even not correct. So in order not to be confused, it is better to read from the official material first. Then you will have the knowledge to understand what these books are referring to.
Concerning your questions, this is my suggestions:
(1) If you have primary schools which are target-able (meaning studying in certain kindergartens would indeed increase your chances), then may be it is worth to travel out-of-district. However, my recommendation is you should send the kid to a nearby PN to get them comfortable with school life for a year first.
(2) If the primary schools you target doesn't really have much linkages so it is everybody's game, and it is not in your net, then I would say the chance is quite slim. The only chance is the so-called third round of door knocking.
(3) If the schools you like are in your net, then just pick a kindergarten nearby and make sure the preparation is sufficient for the smooth transition. You can always supplement from external courses.
Since you mentioned you will have 15 points only, so I automatically skip the part to talk about part 1 - discretionary places. Since by the time your kid is entering P1, I believe most of the popular choices would likely need 20 points by then. You can always try your luck with 15 points however.
