Chirley,
If you really want to study at this primary school, there are 2 things you can do (I assume your husband is not an old student):
(1) Either you or your husband try to get a job in this primary school, then your kid will definitely get an offer, or
(2) Move to district 41, and go for the lucky draw, but chance is just 10% (heard from some other parents, dunno whether it is true).
