Parents may view it as bribe, but kids have a different way of looking at the world....
I remember when I was in grade 1, I received 2 macdonald's plush animals from my class teacher in two occassions for my exam result. Mind you, they were not "brand name" toys that MacDonald's give out nowadays, just tiny teddybears. But at that time, it was the best thing that happened in my life. To me, it was proof that my class teacher paid attention to my achievement, and it was a sign of appreciation and encouragement. Other students who have improved a lot during the school year also receive similar gift from the class teacher. To this day, those two presents still hold a special place in my heart. Everytime when I take them out from the box, it brought back a lot of fond memories.
Btw, in "Child of our time" by BBC, they performed a mini experiment. Children were randomly assigned to 3 groups. For one group, students know that they will receive a piece of candy when they finish a drawing. For the other two groups, they were just asked to draw a picture. For the group that was told explicitly, most children in the group just hastily draw something and spent the rest of the time chit-chating.
For one of the two remaining group, an experimenter entered the room halfway through the experiment and handed out candy to kids who were working on their drawing. As imagined, the kids got all excited and they "compete" to finish the drawing. For the last group, or the control group, some kids followed the instruction to draw a picture while others just played around with friends.
To cap it, 利誘 is not necessarily a bad thing. It all depends on how it is being executed. Besides, I don't see giving out stickers or stamps with nice picture as 利誘. Even as an adult, we want to be appreciated by our co-workers and bosses, right?

Hi stjoboldboy
It is even more deplorable that some parents highly support the crazy acts of the headmistress
