Midland Mother Education - get HKCEE qualified.

There are over 50% midland mother in HK without further studies.  A lot of them dont know how to read english and chinese.  So many kids should not have enough knowledge before the primary or secoundary.  The root of the problem is we should provide the parents' education in Hong Kong.

Teachers work so hard in school for teaching students but 50% of them dont not have good study envoirment at home.  The Gov't should encourage their parent to learn english and provide them to study the further studies which teach them how to be a good mother and control their EQ, good manner to help their kids.
Communciation course: teach them how to be polite and speak english well.
Time management course : teach them how to build up a perfect families.
Manner course: teach them how to say hello and social with local residents.
I found that most of midland mum are lonely and dont know how to communicate with others.  Always stay at home coz no one under their languages.
Then the social problems should be reduced.  All the students will go F.6 as the minimium requirment in HK but some parents are under qualification and they found hard to communicate with their children.   The gap will be increased so we should spend more time to learn more knowledges in the liabary / colledges.

I sugguested that all midland mother should take a english and chiness course to learn how to take care of kids before they immgrated.  Otherwise,  more teethages are staying at the street in mid-night because they dont have enough care at home.   May be their parents need work all day long and they will not like study anymore.  Poor becoms poorer.  Bad become worse.  Our social workers work overload.

The gov't should build one Adult Unversity for all parents who can have a futher study in day or night time.  To provide students care or baby sister's courses for adult who want to be a home teacher.   Let them to have a good study envoirment and have a qualified parents certificates.  So the parents would work as a private tutor for their kids at home.   It is good for our families.   I always hear the neigbours  above shouting and frighting at mid-night.  A terrible sound "barking ...barking with mother, father and a poor little girl." over an hour.  We cannot sleep well.  It is really horrible .   Many times, I want to call a police but I think they should go back to school for studying  children care .
The main point is adlut should take the qualified cert of student care before they get marry or they want to have a baby.  Otherwise, men will get marry again and again to carry millions of non-educated midland wives to Hong Kong.  Our gov't should take care of millions single families , then we should pay a lot of tax on these allowance.
Although we have good education and  rich enough for a small family,  we look some horrible cases on newspapers everyday.  We know we should do somethings if we want a peacefull Hong Kong.   They should passed the english / chinese exam if they want to move to HK.

At the result, govt should spend large amount of housing allowance, school fees allowance for those poor families.

If they dont have free education , they might spend all the time for playing marjour, chating at the restaurants , shopping, finding a perfect men to get marry again...........finaly, it will produce a social problems of our kids.......

Gov't should require all HK residents or unqualifed students to get the HKCEE certs for the minimum requirement in Hong Kong.   334 would be upgraded all the standards of students in HK but how above adult who aged between 30-50 without english/chinese certificates.

We should help them and provide a free Adult & futher education for those lower educated persons.
