I can't comment on British Council.  For Kids Gallery, it depends on the type of classes and class size.  My kids attend the Toddler art class and the teacher only speaks in English and sings a lot of English songs.  But there's not  a lot of 1on1 face time to teach English per se.

Cannot comment on TT other than it's more expensive (I think) and the class is longer with more diverse activities.  For KG, you sign up for a specific class e.g. ArtPlay and that's all you do, but taught in English.  I signed up for the classes at KG because I want the kids to be exposed to different colours and textures.  The art project is very fun and attractive.  The language was not the reason for KG when I decided.
