I guess i used more subjective description, so let me rewrite/clarify:
Dungeon in a basement = no window in the playrooms and no outdoor space;
Parents' English level = Hong Kong English, and the fact that they waited to ask the admin questions in Chinese, in front of the English teacher is rather impolite and tells me something about how confident they are of their english skills;
English teacher's speech pattern being poor = she used "like" in every other sentence, e.g. the children will have snacks,like in between sessions. We try to provide a variety of healthy snacks, like congee and things like that that people like..."
Because of the above I decided against applying to their K1, but that means I could be biased in the above statements. Please make your own judgement.
