To early to do assessment on 讀寫障礙. Most centre required you reach 6 for the assessment.
i think you can wait for a couple more months to see if the situation persist. It happens to my girl that she doesnt learn any chinese word in K1 no matter how much time we put on. just from the first month of K2 she remembers all the chinese word she learnt in K1 all of a sudden. I think she did learn but just didnt show me at the time but once she gets confidence she speak out.
For writing it definitely depends on the development of muscle. some kids can write at very young age and some require more time. you may try to do more small muscle exercise with him first and see how it goes. if just keep on doing writing exercise it wont help but make him hate writing. ONce he got the required tool (muscle is ready) he will be ok.
and from what you described seems your son is an active kid and doesnt like to sit still. one way to get him concentrated is to let him do a lot exercise first before doing anything quiet. they must exhaust all their excess energy before one can concentrate.
If the situation persist to 5 then you may start to consider finding a consultant.
