Yes, I believe if the students are registering for the exams via their schools in HK, they don't have a choice. Harrow as you say offer linear AL, others like DGS, SPC or Kellett I believe mostly offer IAL.
And Yes I believe the UMS marks for each component of the IAL exam contributes to the overall mark. i.e. not only does one have to exceed the boundary for A* for example in the overall AS+A2 grade, they have to also exceed the boundary for A* in their A2 grade. i.e. if they do badly in AS, there's still a small chance they can get a high grade. If they do well in AS, it still doesn't automatically guarantee they would get a very high grade.
A levels are linear and therefore there are no component scores. If they achieve a high enough mark for their final exam, they will get the relevant grade.
