The Education Manpower and Bureau ("EMB") introduced in 1998 the Enhanced Native-speaking English Teacher Scheme to provide native-English teachers (NETs) to all publicly funded secondary schools, and a similar scheme for primary schools was introduced in 2002. The NETs are mostly recruited from overseas. However, there has not been a frank appraisal whether one or two NETs in a large school can bring about any noticeable improvement, especially if the school is a Chinese medium one. The EMB has also introduced language proficiency requirements for current and newly recruited English and Putonghua teachers in an effort to arrest the declining general teaching standard. Again, many teachers have questioned the validity of the proficiency assessment.

So, most of the schools will have NETs teacher, that is mainly for Oral/Phoincs/Reader while the local Hong Kong English Teacher will teach the grammar and general English.
